GOTV Operations

CIMS has tools that will assist you with each step of your Election Day, and Advance Poll plans.

The overall GOTV plan can be broken down into two smaller campaigns:



Election Day

Plan to start GOTV calling two days before Election Day. This reduces the number of calls that must be made on E-Day, and helps to encourage supporters to vote. Plan ahead to avoid a time crunch.

Advance Polls

Extensive work can also be done for the Advance Polls. As your phone bank and door-knocking teams find supporters, they should be encouraging those supporters to vote at an Advance Poll. This will ensure that the vote is cast and reduce pressure on the voter in case they are unable to vote on Election Day.

Members of the Campaign Team, volunteer workers and other committed supporters should be encouraged to vote at the Advance Polls.


Before E-Day

During the days and weeks before an election, you need to ensure that CIMS is continuously updated with information such as phone numbers, ride requests and updated voters lists. This information is vital to your GOTV strategy.

The following list of items gives you some ideas on activities that can be done to get ready for Election Day. Your campaign may choose to do some or all of these items depending on your overall strategy and resources.

Advance Poll Voting Locations

Elections Ontario provides lists of voting locations for the advance polls. This information is valuable to provide to all your phone and door canvassers so that they can encourage supporters to vote as they are identified.

CIMS can print the voting locations directly onto E-Day reports.

Advance Poll Phone Calls

Phoning supporters and encouraging them to vote at the advance polls is a worthwhile effort. Each constituent that votes at the advance poll is one less call to make or door to knock on when E-Day arrives.

If you choose to do a campaign to get supporters out to Advance Polls, you can use CIMS to produce a phone list. On the Constituent Management screen there is a section labelled GOTV. Within GOTV is a link labelled Volunteer Phone List (above). Clicking on Phone List generates a list of all Supporters who have not voted in the current election. If your campaign has identified thousands of supporters, then this list can take a long time to generate and prints off on many pages.

You can produce a more targeted list by using the filters in CIMS. Here is a summary on how to generate a basic phone report of supporters that haven't voted at a specific poll:

From the CIMS Dashboard, click on Phone List. Toggle over to the 'Classic view' window, the filters will appear here. On the Select Filters window, double-click Geography. Here you can set the geo filter based on Postal Code, Town or break it down into poll-by-poll.

In the Select Filters window, double-click Support. Set the Support Filter for Supporters based on an individual.

In the Select Filters window, double-click Voting History. Set the Voting History Filter for individuals that have not voted in the current election.

Click the Continue button to move to the Generate Phone List window. Set the Generate Phone List fields as you require.

Hand Delivery Report

Hand delivery is used when you have information that you need to get to your supporters (who haven't voted), but you don't have enough time and/or money to send that information through the mail.

The Hand Delivery report assists a riding in delivering items and information.This report is similar to a walk list, but does not display all houses - it only displays the targeted houses.

Hand Delivery is one of the options of the Distribution Wizard. It can also be found by clicking the Mail/E-mail button on the toolbar.

Ride Required Report

The Ride Required Report produces a list of constituents who have been inputted as having requested a ride to the polls. It can be grouped by poll or jurisdiction.

When finished, simply mark the Constituent's request as complete on their profile under 'Voting Details'.
